Well now that needs explanation. coz hitsugaya’s bankai was incomplete back then when he had those flower petals as time limiters. But now his bankai is no more time-limited. The reason why I say this is the fact that against shawlong he had those petals even though he was fighting and water vapours are always there in the atmosphere. Secondly if we observe closely , there are differences in his bankai then and the bankai he used against luppi. So we should put it like that ; Hitsugayas bankai is no more limited but in water-rich environment he can also heal any damage to his bankai.
You’re mistaken…Hitsuguya only used his Bankai 3 times in the manga… the first was when he used it against Aizen indoors…he had the flower pedals…no water was around…the second was against Shawlong…Shawlong assumed that his bankai was immature because of Hitsuguya being young… they were in the middle of the city, and Shawlong IN FACT cut through Hitsuguya’s bankai…and it healed itself anyway when no water was around…. but when he fight Luppi with his bankai there were no pedals and hitsuguya didnt explain why…but he later states that when there is an abundance of water in the area or atmosphere…Daiguren Hyorinmaru can regenrate infinitely…probably why there were no flower pedals because he was around alot of water or alot of moisture in the atmosphere. Thats probably why he was able to use “Thousand Year Ice Prison”….because he said he needed time to prepare the move… and his bankai does look different when he fights luppi…the abundance in moisture would account for this….but we really have to see him release his bankai again to really know for certain.

My point of view would be that against shawlong there wud hav been enough moisture in the atmosphere for hitsugaya to hav a bankai without petals. Now shawlong did smash thru his bankai and he did recover the damage but that again proves my point that he can recover the damage with the help of water-rich environment but the petals will stay , no matter what. Against Luppi, there were no petals so I wud assume that his bankai has matured. Further more, before fighting luppi , we see hitsugaya meditating trying to communicate with his sword. so there is every possibility that he had achieved an upgrade in his bankai. And last but not the least, when shawlong states that the limiters are present and his bankai is immature, if that hadnt been the case , I am quite sure hitsugaya’s pride wud hav made him correct shawlong but he didnt. So, i would state that his bankai was immature but he cud heal it with help of water. but against luppi he has achieved a mature form of his bankai.

It’s the strongest Ice/snow types…I think that the most powerful attack power of all Zanpakuto’s is Ryuji-Jakka… Ukitake said its the oldest and strongest of all Zanpakuto….One more thing…Did anyone know that Aizen’s Kyoka Sugetsu is considered a Water type zanpakuto?
Histugaya’s bankai is not fully developed yet. Remember, bankai requires high of spirit enegry. So… his bankai is imprefect bankai yet, just because he’s young.
